Job Summary:

 

Reporting to the Director, Traffic Management, the Manager of the Traffic Systems Delivery Unit shall be responsible for overseeing all electrical traffic-related capital delivery including the planning, design and construction implementation phases. The Traffic Systems Delivery Unit is responsible for the deployment of all new electrical traffic systems and control devices in support of all modes of transportation (e.g. traffic, transit, cycling and pedestrians) in support of the Congestion Management Plan, Vision Zero Road Safety Plan and the 10-year Cycling Infrastructure plan.

 

Major Responsibilities:

  • Provides oversight to all electrical traffic-related capital delivery including the planning(i.e. feasibility, innovations and budget forecasting), design (i.e. contract package development, 3rd party design reviews) and implementation (including oversight of consultant contract administrators, field inspections and constructors) as well as the hand-off to maintenance once the new traffic control infrastructure has been built and made operational
  • Develops and implements detailed plans and recommends policies regarding program specific requirements associated with the City’s electrical traffic system and control assets.
  • Manages, motivates and trains the unit’s staff, ensuring effective teamwork, high standards of work quality and organizational performance, continuous learning and encourages innovation in others.
  • Supervises the day to day operation of all assigned staff including the scheduling, assigning and reviewing of work. Authorizes and controls vacation and overtime requests. Monitors and evaluates staff performance, approves salary increments and recommends disciplinary action when necessary.
  • Develops, recommends and administers the annual budget for the unit, and ensures that the unit’s expenditures are controlled and maintained within approved budget limitations. This work includes the balancing and management of budget from a variety of sources
  • Provides leadership in the allocation of staff and material resources and the application of advanced technologies for the delivery of traffic safety and efficiency services for the entire City, including the installation, operation of traffic control devices, street and expressway lighting plant, traffic signal systems, Transportation Operation Centre and, expressway and arterial road traffic management.
  • Reviews and assesses effectiveness of electrical traffic control devices and systems specifications to ensure standards are met and/or exceeded.
  • Develops and implements equitable solutions to the resolution of traffic management and safety maintenance related issues (e.g. traffic signal transit priority, audible pedestrian signals, safety initiatives, new lamp technology which reduces energy consumption), including the use of new technologies and product testing in response to Council directives related to improved traffic safety, efficiencies and reduced costs.
  • Provides advice and counsel to the Transportation Asset Management Unit, to ensure that adequate capital budget funds are allocated to accommodate City needs.
  • Manages the investigation and preparation of recommendations on all transportation and traffic safety related capital delivery related issues and problems brought forward by the public, Councillors or staff for pedestrians, cyclists, private vehicles, transit vehicles and commercial vehicles.
  • Ensures that investigations and subsequent recommendations meet legislative requirements, approved policies, technical standards as well as sound transportation engineering principles.
  • Provides technical expertise and reviews the traffic management components on development proposals to ensure public safety and the maintenance of efficient traffic flow by identifying the requirements that have to be satisfied by the developer.
  • Represents the division on issues related to the respective unit’s responsibilities at public advisory group meetings and Standing Committees as required including the provision of expert advice on traffic and safety matters.
  • Ensures that contractors and consultants deliver the products and services for which they are contracted through the introduction and application of the required quality control/quality assurance methodologies.
  • Acts as City representative on provincial, national and international transportation organizations.
  • Acts as an expert witness at the Ontario Municipal Board, coroners’ inquests, mediations and legal proceedings.
  • Acts as the Traffic Management Centre representative on city-wide initiatives such as the preparation of special event plans, Emergency Response Plans and contingency planning for respective unit.

 

Key Qualifications:

 

  • Completed post-secondary education/training pertinent to the job function (Civil Engineering Technology, PMP, Engineer preferred) or equivalent combination of education and experience.
  • Considerable management experience gained through progressively more responsible positions held in business, commerce or a municipal environment.
  • Considerable experience in project management, specifically leading complex projects.
  • Extensive experience in Transportation Services related traffic operations and activities.
  • Experience in interpreting and applying the Highway Traffic Act, Provincial Offences Act as it pertains to red light cameras and automated speed enforcement.
  • Knowledge of various legislation related to the field, including the Occupational Health and Safety Act.
  • Experience effectively dealing with senior levels of management, conducting meetings, resolving problems and issues at various levels.
  • Experience in leading, directing and managing a diverse workforce in a fast paced politically sensitive, customer service oriented environment
  • Strong management leadership skills evidenced by past successful performance.
  • Effective decision maker with a track record demonstrating innovation and results oriented leadership, fiscal accountability, customer service orientation, the ability to promote and foster teamwork, and establish and operate in an environment which provides the capacity for excellence.

  • Ability to effectively represent the Division, maintain relations and work with other divisions, external agencies and the general public, elected officials, internal and external clients and consultants.
  • Knowledge of sound accounting and financial principles and practices.
  • A thorough understanding of contract management with the ability to prepare tender documents and contract agreements, and award and monitor contracts.
  • Proven ability to solve problems and achieve results by effectively managing a diverse group of staff.
