Senior Manager, AML Risk – Global Wealth Management (Bilingual: Spanish)

Job Purpose:

The Senior Manager, AML Risk < Global Wealth Management > is responsible for understanding the AML/ATF and Sanctions risk profile of the applicable business unit and supporting them in the identification and management of inherent risks (product, customer, and geography). The Senior Manager is also responsible for escalating elevated or unacceptable risks and guiding the business in the implementation and monitoring of first line AML controls.

 

Key Accountabilities:

 

Policy & Procedure development and guidance:

Support the business in the development, maintenance and implementation of procedures to ensure that regulatory and Enterprise policy obligations are met. 
Facilitate the escalation of queries from the business line AML Advisors to Enterprise Global Policy and Standards team in order to address specific policy clarification.  

Implementation and oversight of the Enterprise AML/ATF Program:
Support the implementation of the Enterprise AML/ATF Program across all applicable business units.
Facilitate the escalation of queries from business line AML Advisors (1B) and AML Operations to second line (2B) functions such as Global Sanctions Office and the Transaction Monitoring & Name Screening teams.
Assess business generated AML management information to ensure that metrics are within tolerance and action plans are in place where appropriate.  
Design and maintain departmental oversight procedures.

Enterprise risk assessment and associated reviews:
Provide support and effective challenge to the business line through participation in the Enterprise wide self-assessment.
Contribute towards ongoing risk reviews (e.g. product, occupation list, geographical).
Contribute towards thematic risk appetite statements to clearly articulate the business line CAMLO’s position on specific topics, business segments and customer types.
Understand how the Bank’s risk appetite and risk culture should be considered in day-to-day activities and decisions and communicate that to assigned business units. 

Client risk rating (oversight of methodology and enhanced due diligence):
Support the business in the ongoing execution of a customer risk rating model to assess customer suitability throughout their lifecycle (onboarding, periodic, and de-market). 
Assess the business’ effectiveness in identifying customers with elevated or unacceptable AML/ATF and Sanctions risks and managing or escalating issues accordingly. 
Ensure that business procedures for the capture and updating of key customer data points meet Enterprise and regulatory requirements and that enhanced due diligence is conducted when appropriate. 

Advisory services to the business:
Provide advisory services and oversight to the business line through participation in AML related forums and the timely response to ad hoc queries from assigned business units. 
Support the implementation of the annual business line AML/ATF training program.
Champion a customer focused culture by developing effective relationships with key staff across the organization and act as the primary communication point for the assigned business unit.  
Provide subject matter expertise to business and Enterprise project working groups to contribute to the design and implementation of effective controls that are sustainable and customer focused. 
Establish effective mechanisms for decision making and for appropriate escalation of information to senior management. 

Control review and effectiveness assessment:
Review, assess and advise the business on ML/TF and Sanctions risks and the effectiveness of AML controls associated with new products, services and initiatives; participate in the ongoing development of the initiative where the implementation or enhancement of AML controls is required. 
Review and assess ML/TF and Sanctions risks and mitigating controls associated with the onboarding, renewal or material amendment of third party outsourcing arrangements. 
Identify opportunities to evaluate existing controls and promote a culture of continuous monitoring during the normal course of engagement with business line partners. 

Issues management oversight:
Provide consultation to the business in the management of issues (self-identified, 2nd line testing, audit and regulatory) including advising on the development of management action plans and the assessment of remediation activities.  
Assist in the documentation of issues and management action plans for any controls identified as ‘unsatisfactory’ or ‘needs improvement’.
Develop consolidated reporting to identify emerging risks and trends.

Experience / Education:

Excellent written and verbal communication skills and a proven ability to present to senior executives confidently and effectively.
Functional fluency in Spanish and experience operating across multiple jurisdictions & geographical locations is required for this role
Appropriate post-secondary degree with a minimum of 5 years of experience in AML, Compliance, business operations and/or Audit in matrix financial institution; or its equivalent in education and years of experience.
