Senior Manager, Policy Development

Purpose

Contributes to the overall success of the Policy Development Office, by leading the end-to-end design and delivery of enterprise AML/ATF policies and standards, ensuring that they are kept current, and are consistent with other bank compliance and risk management standards.  Responsible for ensuring that AML statements contained in public-facing corporate documents reflect current enterprise AML/ATF policies and standards.  Ensures all activities of the Policy Development Office are conducted in compliance with governing regulations, internal policies and documented procedures, including the management of any policy exceptions.

 

Key Accountabilities

 

Is accountable for planning the end-to-end delivery of certain elements of the AML/ATF program and its initiatives; takes a holistic focus to program and process management or implementation of design, taps into organizational resources and influences stakeholders, and orchestrates idea generation and more complex problem definition.
Reviews laws, regulations and guidelines to lead ongoing improvement of the Bank’s AML policy framework. With input from the Senior Manager – Regulatory Intelligence, maintains awareness of AML/ATF regulatory developments (new or changed laws, regulations, industry trends).
Tracks feedback from stakeholders received throughout the year, for incorporation into periodic updates of policy and standards.
Conducts periodic reviews and updates of policies, standards and procedures for which the Policy Development Office is responsible, ensuring their communication and distribution to all relevant business partners and stakeholders, including maintaining appropriate governance processes.  Ensures alignment between those documents that are the responsibility of the Policy Development Office and those other enterprise-wide documents where responsibility lies elsewhere;
Engages with stakeholders in the drafting of policy changes, and in assessing the potential impact on the Bank’s customers and operations.
Manages the AML Risk enterprise document management standards, including maintenance of a registry of all enterprise AML/ATF and Sanctions policies and standards.  Provides oversight of the timeliness of review and update by other FCRM document owners of their enterprise-wide documents
Manages the tracking of authorized policy exceptions granted by management, and generates related reporting.  Responsible for the oversight and management of exceptions requiring the approval of Global Policies and Standards.
Responsible for managing the end to end process relating to the Bank’s responses to industry-standard correspondent banking due diligence (“Wolfsberg”) questionnaires: preparing the Wolfsberg questionnaires for all relevant Scotiabank foreign branches and subsidiaries on an annual basis, and responding to internal queries regarding due diligence questions posed by correspondent banks.
Assists the Director of Policy in liaising with both internal and external networks on policy related issues.  Prepares presentations and reporting on policy-related developments as needed
Interacts with a broad range of stakeholders, including Global Risk Management and Group Compliance, to assess areas of common interest and strategically influence results for certain elements of the AML/ATF program.
Arranges to obtain approval of key policies by the Risk Committee of the Bank’s Board of Directors.
Provides professional AML/ATF advice and is regularly consulted internally for subject matter expertise on enterprise AML/ATF policies and standards, and document governance.
Champions a customer focused culture to deepen client relationships and leverage broader Bank relationships, systems and knowledge.
Understands how the Bank’s risk appetite and risk culture should be considered in day-to-day activities and decisions.
Actively pursues effective and efficient operations of his/her respective areas in accordance with Scotiabank’s Values, its Code of Conduct and the Global Sales Principles, while ensuring the adequacy, adherence to and effectiveness of day-to-day business controls to meet obligations with respect to operational, compliance, AML/ATF/sanctions and conduct risk.

Experience / Education:

 

JD/LLB, MBA preferable and a minimum of 5 years of experience in AML, Compliance and/or Risk Management capacity in matrix financial institution
Ability to build strong cross-functional business relationships.
Solid knowledge of AML/ATF regulations and regulatory reporting framework and an ability to apply this knowledge to developing policy within the Bank
Advanced problem solving skills to deal with complex operational issues, across functions
Demonstrated attention to detail together with excellent written and verbal communication skills, and ability to manage difficult conversations
Policy drafting and senior level reporting experience preferred
High client and risk management focus
Working knowledge of the different bank business policies, procedures, processes and systems;
Strong analytical thinking, problem-solving, critical thinking skills and organizational skills;
Results oriented, highly motivated with a keen ability to influence others.
Self-reliant and pro-active approach to work
Strong organization and time management skills.
Strong business writing skills
Certified Anti-Money Laundering Specialist designation an asset
Receives direction from Director as appropriate on significant legal, regulatory and reputational risk and policy matters.
