Senior Business Analyst

Under the general direction of the Product Manager of the Diagnostic Imaging Common Service, the Senior Business Analyst is responsible for supporting existing IT solutions and the delivery of new ones. The Senior Business Analyst will support the Diagnostic Imaging Common Service and DI Provincial Viewer in the delivery of related projects and initiatives, ensuring strong requirements analysis, workflow and process design, collaboration, communication, documentation and reporting. You will lead internal discussions and facilitate business requirements gathering, prepare business and functional-level documentation and provide recommendations from such work. You will work with cross functional teams on delivery of new functionality, upgrades of existing platforms, integrations with other internal and external assets and expansion of data contribution and data-out initiatives. You will be a subject matter expert of the DI component of the provincial EHR.

Specific Accountabilities
• Identifies opportunities for operational improvement and recommends solutions

• Works with business area leads, subject matter experts and other stakeholders to gather requirements and identify opportunities for improved business performance

• Prepares scheduled and ad hoc reports and undertakes special projects as assigned

• Participates on various projects and initiatives, working in a fast paced team setting with business and technical staff; including managers, architects, business analysts, privacy and security analysts, and external stakeholders such as the Ministry of Health and Long Term Care and delivery partners

• Displays awareness and sensitivity to the needs of clients (internal and/or external) and proactively ensures that these needs are met or exceeded

• Facilitates working group meetings; ensures issues are identified, tracked, reported on and resolved in a timely manner

• Performs gap analysis, builds business flows of current and future state for resulting solutions

• Assist in feasibility studies including developing cost and benefit estimates to establish project worth, including the development of alternatives and recommendations

• Problem solves and identifies improvements by leveraging and simplifying processes and minimizing touch-points and documenting them

• Provides leadership, guidance and mentoring to other team members and conducts peer reviews of artifacts

Your Skills Make the Difference:
Experience
• Minimum of 5 years’ experience as a business analyst / systems analyst working in Information Technology in a healthcare environment

• Minimum of 5 years experience within DI domain ( PACS, RIS, Radiology workflow, relevant IHE technical profiles like XDS, MHD, RAD, CARD, etc.)

• Experience working with various types of healthcare organizations and the Ministry of Health and Long Term Care considered an asset

Technical Knowledge & Skills
• Strong technical skills and expertise with DICOM, HL7, XDS

• Strong skills and experience in developing business requirements, business cases, gap analysis, use cases, test cases and workflows

• Demonstrated ability to work with limited direction, establish priorities, and meet tight deadlines

• Demonstrated ability to quickly grasp new ideas and solutions, and communicate effectively with colleagues (business and technical staff) and end users.

• Strong presentation skills complimented by a successful track record in building credibility and creating consensus.

• Excellent analytical, problem solving and decision-making skills;

• Demonstrated interpersonal and organizational skills

• Strong facilitation skills with experience in undertaking liaison and consultations with multiple stakeholders and interest groups, obtaining consensus and sign-off for project deliverables

Education
• Post-secondary education in Informatics, Computer Science, electrical Engineering or a related field

• Business Analysis Certification or successfully completed equivalent courses

• Formal PACS training / education is an asset.

Working Conditions
Monday through Friday 9am to 5pm, with some afterhours work required during go-lives / deployments.
